Two terms I have invented for your consideration:
lawquake (n): when major legislative changes are passed in a short period of time, especially when breaking through major gridlock and inertia preventing effective legislative change. For example, FDR's New Deal.

graft-root organization (n): an organization made to look like a grass-roots organization, but instead has an agenda that legitimizes activities and laws normally best achieved by corruption or massive influence; very similar to "astroturf" groups, and can have considerable crossover.

Well, I figured lawquake because the forces preventing legislation are much like tectonic plates. The pressure builds until it bursts all at once.

Some astroturf organizations might not be graft-root, which is why I put in the qualifier; but I admit I cannot think of any off the top of my head.
